Oh that is easy. A commission is that an artist offer to draw you something and you have to pay for such thing. However the artist sets a price (either in dA points or real money) that you must pay, by either going to the give option in your dA or by paying him/her with a PayPal account.
Is just like buying art, that´s all. However some artist have very big numbers on their services, so be careful who do you ask for a commission.
